Key Qualifications

Dr. J. Gbenga Adewale has teaching and research experience in tertiary institutions for more than fifteen years. He was a Lecturer at the Federal College of Animal Health and Production Technology at the Institute of Agricultural Research and Training, Moor Plantation, Ibadan – Nigeria from 1991 to 1999 before he joined the Institute of Education, University of Ibadan as a Research Fellow. Within the short period of his academic career, Dr Adewale has distinguished himself as a specialist in Measurement and Evaluation with emphasis in assessment of learning outcomes, psychometrics and ICT. He has been involved in a good number of research and training workshops, some of them are listed as follows:

He was a Resource Person at the WAEC Staff’s training on the Use of a Computer Software (SCORBATT) for Measurement and Evaluation in Education (March, 2003). The participants are the senior deputy Registrars in the Research Division Office, Lagos – Nigeria.

He participated in data collection of the World Bank Project on “How Nigerian Children Learn”, anchored by the Institute of Education, and University of Ibadan (2001 – 2002). He also participated in data collection of the Nigerian Version of the Secondary Education in Africa (SEIA) Survey of the World Bank (June, 2002) which was coordinated by Prof. Pai Obanya. He worked in Lagos State and spent 5 days collecting data in the state.

He served as a facilitator in collecting data for Education Sector Analysis (ESA) in Oyo State (June/July 2003). His duty was to see that all data collectors adhere to the term of reference and that each data collector went to the designated places and that the data collected are to a large extend error free. Secondly, he is a consultant to the Education Sector Analysis in the Federal Ministry of Education from February 2003 to date on Examination Malpractice. He coordinated the design of the instruments; pilot tested the instruments, reported on the piloted instruments. He participated in the data analysis and finally wrote the report. Thirdly, he is one of the experts used in the data management of the ESA process where there were many studies (above 50) under six study groups.

He was one of the facilitators at the Workshop of UBE for Capacity Strengthening of UBE Monitoring Officer, Federal Inspectors and SPEB Desk Officers on Project Performance Indicators Organized at Ibadan, Benin, Jos and Abuja (August/September 2003). His function was to provide technical support in terms of Information and Communication Technology (ICT).

He participated in the UNICEF work through ESA. For example, the data inputted at Ilesa in Osun State (in August 2003), he was a resource person who trained data imputers. The Monitoring of Learning Achievement (MLA) data screening, editing and analysis conducted at Minna in December 2003 for both national and state were performed by Prof Falayajo and himself for 16 days. He wrote two chapters of the MLA report for primary school pupils. He wrote two chapters of the report, the two chapters focused on Life Skills (Primary 4 and Primary 6) at the writing workshop in DRACC, Emene, Enugu in 2004.

He participated in the UNICEF study on Strategy for Accelerating Girls’ Education in Nigeria (SAGEN) from the interactive instruments development at Ibadan (August 2004), pilot testing of the instruments in Kaduna (October 2004), data editing, screening and analysis at Minna (February, 2005), completion of data analysis at Enugu and report writing also at Enugu and finally critique workshop in Kaduna (October, 2005).

He participated in analyzing the piloted instruments used for Non-Formal Education Monitoring of Learning Achievement (MLA) under the sponsorship of UNICEF to determine psychometric properties of the instruments. He served as a facilitator in the South South Zone when data were collected in December 2004 on the same MLA for non-formal Education in Nigeria. His function was to make sure the data collectors did what they were asked to do. He also participated in the data analysis, report writing and critique of the report.

He participated as a resource person in the training organized for data managers of both the State Agencies for Mass Literacy and Adult Education and NMEC Headquarters’ staff in Zaria (October 2005) for northern states and Akure (November 2005) for southern states.

He participated as a resource person in the training organized for the facilitators at State Agencies for Mass Literacy and Adult Education and NMEC Headquarters’ staff in Zaria (June 18 to 24 2006) for northern states and Akure (November 2005) for southern states.

He served as the Assistant Coordinator at the workshop Organized by the Institute of Education, University of Ibadan on Measurement and Evaluation for Examination Officers from WAEC, JAMB, NTI, NECO, NABTEB and some other examination bodies in Ghana, Botswana, Sierra Leone, Gambia, Swaziland and at the University of Ibadan between 14th November and 25th November, 2005.

He participated as a consultant in the training organized for directors of Statistics Research and Planning in the South West Nigeria on Essential Learning Package by UNICEF in Lagos (July, 2006).

He participated in the training of field researcher organized by ENHANSE (Enabling HIV & AIDS, TB, and Social Sector Environment) project in Nigeria between 5th and 8th July, 2006.

He was a resource person at the staff training of the Nigeria Monitoring and Evaluation Management Services (NEMS) – a USAID Project managed by the Mitchell Group, Inc. at Abuja on validity, reliability and precision of data between 28 & 29 August, 2006.

He was a facilitator at the workshop Organized by the Institute of Education, University of Ibadan on Measurement and Evaluation for Examination Officers from WAEC, JAMB, NTI, NECO, NABTEB and some other examination bodies in South-Africa, Cameroon, Kenya and Tanzania at the University of Ibadan between 12th November and 25th November, 2006.

He is a consultant (currently) to the National Examinations Council (NECO) in the National Assessment of Educational Performance (NAEP) Survey on the Monitoring of Learning Achievement (MLA) at the Senior Secondary School III in Nigeria.

He was also a consultant to the UNICEF on Essential Learning Package (ELP) in Bauchi and Gombe States of Nigeria between October, 2006 and August, 2007.

He is a consultant to the National Examinations Council (NECO), Minna, Nigeria on National Assessment of Educational Performance (NAEP) in Nigeria from August 2006 to date. He was one of the consultants who developed the five instruments used for the NAEP study and he coordinated the quantitative data management of the project.

He was the International Consultant at the UNICEF Sao Tome and Principe. Has at Sao Tome on two missions, one in July/August and the other one on October/November 2009

He is the lead consultant for the Standardization of Assessment of Students’ learning at the Lagos EKO Secondary Education Project through World Bank from August 2009 to date. He was the team leader of all the training the Institute of Education, University of Ibadan did in Lagos Education Districts I to V in 2012.
